It is generally agreed that any publication that is not an Indian magazine is a "international" publication. In other words, a magazine may be considered "international" if it is published anywhere else in the world outside India.
A) A substantial number of nations should be represented within the journal's worldwide readership. Simply having contributors or editors from other countries does not make a publication eligible for the "international" label. Instead, a publication should be evaluated based on how well it is received by its audience and how much of an influence it has on the scientific community.
B) If the journal is listed in worldwide directories and databases such as EBSCO, Elsevier, MLA, DOAJ, Ulrichs, etc., then it is likely of high quality.
C) It should be noted if the journal is included in reputable institutional digital libraries, since many institutions now have their own digital libraries. However, this only applies to digital journals.
D) Next, the citation index should be used to evaluate the journal's prestige. You may see the number of times a journal's articles are referenced on Google Scholar.
E) The Thompson Reuters Impact Factor should be taken into account when evaluating scholarly journals.
F) Many fraudulent journals, both online and in print, have emerged in the aftermath of the "publish or perish" approach, all claiming to be "international" based on questionable criteria in order to scam writers out of their work. ISSN is often used as a benchmark for quality. But ISSN's usefulness is in numerical indexing of magazines, not in indicating policy direction. The use of these phrases in the header or title of a journal should be strictly regulated, and only a globally recognized authority should be authorized to provide such permissions.
Research articles in the subject of education are published in the International Journal of Educational Research. Research, practice, and policymaking in a variety of international settings are all represented in IJER articles. The Editorial Board is looking for high-quality work that will appeal to a global audience. The journals' goals and scope are to:
Publish high-quality papers with global significance in terms of design and/or findings; Publish papers on topics with global significance across educational contexts and discuss explicitly how the paper's findings can inform research, policy, or practice beyond the context in which the original work is undertaken; Embrace diversity and inclusion in academic publishing; Our goal is to: • Publish papers that are accessible to a wide audience of educationalists from a variety of backgrounds; •Encourage collaboration by international teams of researchers to create special issues on these topics; • Publish papers that challenge established paradigms and present alternative approaches to educational research.
Any subject of current educational relevance on a global scale is welcome for both special issue proposals and individual article submissions. We encourage you to share the results of your high-quality educational research, regardless of the field or approach you used. The goal of the journal, however, is to publish only high-quality research that has the potential to impact other areas of study, policy, or practice.
A paper may reflect research conducted in just one place or cultural environment, rather than having to be comparative in the conventional sense of comparing elements of education across nations or cultures. The work might be based on any theoretical or methodological framework. Even articles that examine a single nation as a case study are expected to address wider ideas and debates in the subject. We're on the lookout for content that's both fresh and obvious to a global audience.
Discussion of the results
(a) in light of the existing literature,
(b) highlighting how the results inform research, policy, or practice beyond the context in which the original work is undertaken;

As well as papers, which report the findings of empirical research, papers, which provide critical literature reviews of research on specific educational topics of international interest, will also be welcome. Literature reviews need to explain in great detail the systematic procedures used for the selection of the literature included in the analysis.

Types of publication
The International Journal of Educational Research publishes research papers and special issues on specific topics of interest to international audiences of educational researchers. Regular issues of research papers have an open call for manuscripts. Strong manuscripts will be reviewed. There is an Editorial Board policy that weaker manuscripts or manuscripts that do not follow the Guidelines for Authors will be rejected before review.
Special issues are usually composed of individually invited manuscripts handled by a guest editor. Guest editors have responsibility for putting together the author team and handling the peer review process. Note that proposals for Special Issues must follow the format descripted in the Guide for Authors.
How are papers assessed?
Papers (including those in special issues) are subject to a peer review process, using an international panel of researchers who are expert in relevant fields. Referees are asked to judge the quality of research and also the relevance and accessibility of a paper for an international audience. The journal uses double anonymized peer reviews, meaning any reviewers are unable to establish the author(s) of a manuscript. Authors must propose three reviewers for their manuscripts. These reviewers should be international in scope and at least one of them should be from an English language speaking country. Authors should not suggest reviewers from their own institution or reviewers where a conflict of interest may arise for the reviewer. For special issues, referees are asked first to judge the quality of a proposal, and then to judge the entire contents of a draft issue.
